Somalia is a unique country, with alarming shortfalls in English language education. To begin with, English was neither the national language or prefered language spoken in Somalia except for the Northern British protectorate of Somaliland where English was merely viewed as a means of subjugation and was quickly replaced with Somali after independence. The close to thirty year civil war caused a total collapse in the education system. Relative peace has finally returned to Somalia and the rebuilding process is well underway. Over the past seven years or saw a number of universities have sprung up in the capital Mogadishu providing different causes in English. This idealy presents a problem since schools have little or no capacity to teach English. Students admitted at these universities are classified as faalse starters since they can neither write nor communicate effectively in English. The uniquness of this interplay prompted the need for proper standards and benchmarks that address this scenario. The guide is designed to help instructors at universities in Somalia understand the different tiers tied to international frameworks of language learning and teaching. Through this guide instructors shall benefit from a thorough assessment of the needs of learners in Somalia and how to tackle the different arears to improve standards and raise attainment levels.
