More than a decade after the implementation of the law on hospital reform in Senegal, it is clear that the functioning of Senegalese hospitals is experiencing many difficulties, particularly with regard to the financing of care activities. Almost all Senegalese hospitals are suffering from deficits that have become almost chronic. These deficits considerably disrupt the proper supply of medicines and consumables necessary for the production of quality health care. These difficulties encountered in supplying the operational sectors have a negative impact on the effectiveness of the health system in meeting the health needs of the population.
