At first, the system looks like just another government experiment, another laptop added to a barangay hall already crowded with folders, waiting citizens, leaking roofs, and an electric fan older than some officials.
Then Aling Marites Mendoza walks in carrying a blue folder, a rosary, and a terrible discovery: one government record says she is alive, another says she is someone else, and another has effectively erased her from the benefits she needs to survive.
Her case becomes the first crack in the old habit of forgotten files, verbal promises, missing lists, and "come back tomorrow" public service.
As Teresa and her barangay begin correcting records and tracking complaints, ordinary citizens start asking harder questions. Why was a senior citizen erased? Why was a drainage complaint ignored? Why did relief goods miss one family and reach another twice? Why does a road beside the school remain unsafe? Why do political favors move faster than official requests?
The answers unsettle everyone.
Barangay Captain Ramon Escanilla fears embarrassment but slowly learns accountability. Richard Lim, the municipal IT officer, discovers that code alone cannot fix a culture built on favors. Councilor Jesusa Enteroso sees how bad records become public health risks. Mang Samson, an old fisherman and sari-sari store philosopher, turns local humor into civic wisdom. Mayor Andres Apdal, generous and politically careful, begins to understand that a public dashboard can threaten the old balance of power.
